H.E. Jose Ramos-Horta, President of the Democratic Republic of Timor-Leste, delivered remarks at the XIII Global Baku Forum, held on 12-14 March 2026 in Baku, Azerbaijan. Organized by the Nizami Ganjavi International Center under the patronage of the President of Azerbaijan, the Forum convenes current and former heads of state and government, global policymakers, scholars, and experts to address major international challenges.
The XIII Global Baku Forum, titled “Bridging Divides in a Fragmented World”, provides a platform for dialogue on global governance, multilateralism, security, sustainable development, and international cooperation.
