The aspiration to join ASEAN as an independent member of the economic coalition of Southeast Asian states began in 1974, in a moment where Ramos-Horta and other Timorese leaders believed that their road to independence would be respected and protected by their neighbors. More than 50 years later, that dream is about to be realized.
